Final Phase of Green Man Lane Project Approved
Over 400 more flats to be added on top of the 500 already built

Ealing Council’s Cabinet has approved the final phase of the Green Man Lane redevelopment in West Ealing, marking a major step toward completing one of the borough’s largest and longest-running projects.
The decision allows housing association A2Dominion and Higgins Partnerships to move forward as joint-venture partners, subject to the design process and further approvals. The final phase is expected to deliver around 400 new flats, adding to the more than 500 mixed-tenure units already built on the site.
The regeneration of Green Man Lane began in 2005 as a response to longstanding issues on the estate, including a shortage of family-sized homes and persistent crime and anti-social behaviour. Over the years, the project has delivered hundreds of new housing units, a community centre, a community café and a new building for St John’s Primary School. A new church hall is also planned as part of the final phase. Progress stalled in 2023 when the previous contractor, Real, collapsed into insolvency, but a new agreement reached last year between Ealing Council, A2Dominion and Green Man Lane LLP allowed work to resume.
The new homes planned for the final phase will include a mix of social rent, intermediate rent, shared ownership and open-market sale. Earlier agreements set out that 127 flats will be let at reduced rents for A2Dominion tenants, while the council will retain 75% of nominations to socially rented homes for the next 60 years, prioritising families on its housing register. A further 54 flats will be offered at intermediate rent for eligible renters, including key workers, and 52 will be available through shared ownership. The remainder will be sold on the open market to help fund the development. Secure council tenants have been offered the choice of moving into new homes as A2Dominion tenants or relocating elsewhere in the borough while retaining their council tenancy.
The latest partnership between A2Dominion and Higgins follows their collaboration at Hanwell Square, which delivered 360 mixed-tenure units.
Councillor Peter Mason, Leader of Ealing Council, said that completing the final phase will help hundreds more families move into safe, energy-efficient homes and continue the transformation already underway. Declan Higgins, Chief Executive Officer at Higgins Group, described the project as a major opportunity to complete a long-running regeneration and deliver much-needed new homes in West London. Chris Ives, Managing Director of Development & Regeneration at A2Dominion, said the regeneration has already transformed the site and that the partnership looks forward to delivering further positive outcomes for the community.
With Cabinet approval now secured, the partners will progress design work and appoint a new construction contractor.
