If it's a car on the street, it has to display a tax disc, number plates, and reflectors at night (though the latter can be on the cover). If it's not a car (e.g. car in plastic bag) but is causing an obstruction (e.g. taking up a parking space in a CPZ), it's an offence under section 148(c) of the Highways Act 1980. ("If ... a person deposits any thing whatsoever on a highway to the interruption of any user of the highway ... he is guilty of an offence").(And don't plant a hedge around it to disguise it, 'cos that's contrary to section 138!)
