Today's Top Tip from www.nomoreparkingtickets.com"You can only be liable for a parking ticket if it has been handed to you or put it under your windscreen wiper NOT if you drive off whilst the Parking Attendant is writing it out and is unable to give it to you."The only 2 exceptions to this rule are:a) if the Parking Attendant has been ‘prevented from doing so by any person’ meaning if there was violence or threats of violence. In this instance the PA would need to include a written explanation to state what happened in his notebook or b) the ticket was issued by the use of CCTVBUTas from the 31st March the warden only has to start writing out the ticket and can even use binoculars, so does not even have to be near the car/white van.
