Speak to the rest of the country for a start.I feel that a large amount of Londons problems (ie the congestion zone, overcrowded transport network, spiralling house prices so new buyers cannot get on the ladder) are caused by so many people come to London (me included) for work, because so many companies feel they have to base themselves out of London.If the companies spread themselves across the country, there wouldn't be such a pressing need for so many people to live/work in London, and hence many of the problems would be reduced.It will also help build the economy of other UK cities, hence remove this 'north/south divide'. Also London is a very obvious target along the lines of July 7th because of this. God forbid if something did happen again, it could cause a massive problem to the UK economy.The UK does have a good enough transport and communication system to make this work
