Any problem with radio transmitters will be noticed first by those professionals working with far greater power transmitters. Engineers working on high power broadcast transmitters are not able to switch off during ordinary maintenance. Building new extensions on existing aerial masts may involve climbing up through the middle of an aerial that is transmitting at very high power 24 hours per day. In theory there may be effectively very low radiation at that point, but that is not confirmed if you need to pull a sack full of bolts through the same route, they can get very hot very quickly.
