I'm sorry I realise that that was rather negative.  I would like to thank Claire Parker for posting as there is now more information coming OUT of the Council offices than there once was.  I would like to see posters on the boards outside Elthorne Park (as well as other Council parks) telling people about their Christmas rubbish and recycling collections. It would give somewhere for those not on the internet to look.  Is the information there?  People don't have time to hunt. There is also a lot that neighbours can do.  Those who know where to get the info from can offer to get it for those that don't.  Pamphlets from the Library????  Are they there?  You can also give/loan/share/offer to get a green box for your neighbours. We can stop being quite so British and biting our lip when neighbours just dump everything and go away.  We can photograph and comment on the mess that can spread all the way down the street upsetting everyone.  After all some of them will never know about it if we don't.  There are also Council Envirocrime Officers who can be called in deal with persistent offenders but a lot of people just do it because they feel they can get away with it because no-one seems to notice or has commented.  Perhaps certain roads with a greater turn over of tenants should be targeted (it is time that landlords took more responsibility).  ECT are supposed to leave notes saying why things have not been collected when they haven't and there is a lot of info on the Council website.Using the facilities that the Council already provides and an ordinary dustbin with a black bag in it solves the problem for the majority of residents - not a wheelie which is too big and from which your rubbish may not be collected.  You should also know where your nearest bring banks are for times when you have too much or need to recycle in between collections. We can't expect the Council to do everything for us and I certainly am not the only person who would prefer that Council funding was spent on those that really need help rather than those who plead ignorance and make no effort for themselves.Rant over - Have a happy holiday!
