Foreign registered vehicle parking permit

Is it possible to get a parking permit for a foreign registered vehicle?

As per http://www.ealing.gov.uk/services/transport_and_streets/parking/controlled_parking_zones/parking_permits_and_visitor_vouchers/annual_permits/ one requires the logbook to indicate address of the keeper (or insurance certificate) for the address for which one is applying for the permit.Whether you can apply to register a foreign vehicle in this country is another issue, as I understand that once you register a car in this country (to receive the DVLA logbook), you are required to re-plate your car.  It is illegal to drive in this country on foreign numbers plates if you have been living here more than a year.I could be wrong so I stand to be corrected.(Maybe the only exception are corps diplomatiqué (CD) vehicles)

If a vehicle is to be used more than 183 days in a year in the UK then it should be re-registered in the UK and taxed, insured, and MoT tested if necessary.I believe this rule holds for the EU.Sometimes this rule is actually enforced!

One thing I do not understand is why foreign commercial vehicles come here free but British vehicles pay to travel in Europe.

Because britain is soft touch we give everything away for free. If you went to eastern europe and try and get free health care of drive like prat you would get told to bog off and fined or jailed. Drive through europe and pay tolls drive here and get free house free schooling and health care

Yes, I take some of my comment back...http://www.direct.gov.uk/en/Motoring/BuyingAndSellingAVehicle/ImportingAndExportingAVehicle/DG_10014623HOWEVER, EU vehicles brought into the UK will be allowed to circulate freely for six months in any 12 month period without the need to register here, provided the vehicle complies with the requirements of its home country. Where the keeper of the vehicle becomes resident in this country, the vehicle must be immediately registered and licensed here. But one does not get toll free travel. Why are the Conservatives not proposing a tax on foreign commercial vehicles?
