Victorian clothes / costume for a 10 year old

Hope someone can help!I need to cobble together a victorian costume for a 10 year old girl. Have nothing at home which i could use - it's supposed to be home made, not shop brought.Any ideas?!  :o)

I would get a high neck blouse and one of those tiered ra ra kind of skirts, there are loads of cheap ones in Primark and sew tassling around the layers and stick a hoop underneath. otherwise buy one on ebay!

If you can't cobble something fancy together in time, sack cloth and grime ought to provide some authentic east end flavour.
