Listed building to become 'world- class' museum

Surely it is the contents which make a museum world class. With some of the most important pieces, the Martinware, having been stolen, almost certainly to order, what are the council going to put in this supposed 'world class' museum? Has the Martinware been retrieved?

Th Martinware at Pitshanger museum was truely fabulous but the council's security clearly lacking.I believe that it's not been recovered.
