Military man with Sandwich Board

Hello I was wondering if any of you had noticed the military man outside Ealing council building most mornings.  He is wearing a sandwich board but as I am usually passing by on a bus I cannot read what it says. Does anyone know what he is protesting?

This gentleman is a local stalwart and is extremely dedicated in his protest.He was featured in local press sometime ago as he feels badly let down by various housing contractors and does not consider the Council is tackling the issue.I make a point of speaking to him anytime I visit Perceval House

I admire the protestor's fortitude and dedication to his task.I've spoken to him too. I've also read his words on the sandwich board. He quotes Councillor Phil Taylor on his board - so well worth a read.
